Between themselves - as they have throughout history and still do today. The UN does nothing but act as a psuedo-roadblock to any actual dispute resolution. if the nations work it out, the UN tries to take credit. If they dont, the UN blames it on something else - usually the US.

WTF? What planet are YOU on? If you're looking at only government donations, i can understand your confusion. The US gives the bulk of its contributions from PRIVATE sources. Additionally, our government is not structured in such a manner as to allow much in the way of foreign charity. Has to do with power flowing from the people to the government, not the other way around as it is in the majority of nations.
Understanding how the US works would make you look like less of an ass when you make comments such as that. Meanest nation? Buddy - you're sadly misinformed. We give more than any other nation in the world - bar none. Likely more than any 2 -4 nations combined. Hate to break it to you, but without the US, the world would NOT be the relatively stable place it is today. You may disagree with that, or disagree with our policies or actions, but the fact remains we do far more than any other nation ever has.
