First you say it was the japanese govt who forced the women - then you say it was traditional prostitution. In traditional prostitution, the woman consents. If force or coersion is involved, it is rape. Good lord, try not to contradict yourself next time.
If any party knows that force or coersion is involved but encourages it to continue and profits by it, then they are a party to rape. This seems rather basic to me.

You're asking the wrong party for an apology. No rape occurred. It was all traditional prostitution - sex that was paid for. As for the enslavement and forced prostitution, look to the Japanese.
