For the Cuban vote in Miami.
That's why Papa Bush pardoned Orlando Bosch, who was convicted of terrorism by a US jury, for attacking a Polish ship bound for Cuba in Miami harbor with RPG launcher.
He is also a prime suspect, along with Posada-Carriles in the bombing of a civilian airliner that killed 73 people, but they were Cubans, communist civilians, so it's OK.
That's 2 alleged terrorists that the US is harboring.
