Unlike a previous funding-and-surrender bill that was quickly vetoed, this bill does not violate the Constitution. Though Congress has no power to dictate the disposition or withdrawl of the armed forces, they do have Constitutional authority to allocate (or refuse to allocate) funds in the way this new bill describes. And, of course, the President has Constitutional authority to veto bills that would disrupt or destroy progress of programs the United States is engaged in. Clearly, this is one such.
President Bush has stated he would veto the new bill if it reached his desk in its present form.
