Actually, lots of countries that have banned the death penalty, which is basically every country on the list until you get to down to Iraq, Saudi Arabia, Somalia and the United States, don't allow extradition where the accused would face the death penalty.

But the US doesn't have any such law, and Venezuela hasn't had the death penalty since 1863.
