As one who is not easily dissuaded from separating Law from Justice I take exception to the position indicated "as unsupportable":

We are now fighting an unsuppotable WAR using unsupportable REASONS to uphold an Unsupportable STATUS QUO position that has failed to keep pace with changing OUT OF BALANCE conditions on this little ball we call earth.

Finite resources along with shrinking (for various reasons) opportunities for EXPLOITATION coupled with BURGEONING ...

It would seem the authority exists in respect to the current State of The Union that a "Presidential Executive Order" could withstand Court examination input and put HIS "Public Health Car Option" in place including a buyin to Medicare.
