The Congressional Research Service ascertained the resources of a country, added it all together and converted it into barrels of oil. It includes also resources, which are supposed to be in some subterranean rock layers.

Except Russia, there is no european country in the list of the 15 countries with the most rescources. The USA and Russia have the most resources by far.
