He called the U.S. a terrorist state. He's never threatened the U.S. with aggression and has always had the standpoint that it is the U.S. that's aggressive.

If you look at the United States involvement in Latin America and how they support a coup against Chavez, I wouldn't blame Chavez for saying what he has said, but he has never threatened America.
