I had this long post all typed out detailing what shady deals involving paper dollars on pallets and disappearing oil shipments, but changed my mind.

Yes, that's shocking. Lots of things in Iraq are shocking. Same with Washington.

This indicates that there was a classic struggle of territorial claims to the construction project. First Kuwati bent over backwards to accommodate those who requested changes to the design after the design was approved. This led to wiring difficulties. The claims that others were not allowed input into the project are false. In some cases, other organizations were asked for input and declined only to bitch after the fact that they had no input. Why would they build such a big embassy to begin with. Isn't this just a waste of money? I doubt it will ever be used as intended. Just more money down the rat hole.
