I had this long post all typed out detailing what shady deals involving paper dollars on pallets and disappearing oil shipments, but changed my mind.

Yes, that's shocking. Lots of things in Iraq are shocking. Same with Washington.

This indicates that there was a classic struggle of territorial claims to the construction project. First Kuwati bent over backwards to accommodate those who requested changes to the design after the design was approved. This led to wiring difficulties. The claims that others were not allowed input into the project are false. In some cases, other organizations were asked for input and declined only to bitch after the fact that they had no input. There's more, but most can go to the site and read the rest.

Why would they build such a big embassy to begin with. Isn't this just a waste of money? I doubt it will ever be used as intended. Just more money down the rat hole.

There are always the classical territorial issues of groups who then bitch and moan about not being involved; then someone takes pity on that group because someother in the past took a project away from them so the originals working on a project allow their input; then there is a complaint about a protocol that no one ever practised or dates to the Spanish American War period; then there is an investigation; then....

You get the picture. It's a disease common with huge organizations.

Not anymore. Thank God that reform has finally taken effect and procedure, for the most part, enforces no trivial waste in that respect.
