FEMA Fakes A News Conference
Heya,
It seems that FEMA really doesn't want to answer questions anymore. Instead they need to stage a fake news conference with FEMA people acting as reporters. I think that if they have reached this stage then they need to be disbanded and another agency started to take over their duties. Quote:

isn't this administration SOP, fill the audience with friendlies and confederates? i think once we get the current batch of nincompoops out of power, FEMA will at least return to its original marginal-but-acceptable level of performance. but yeah, until the neocons get the fuck outta dodge FEMA is, like just about every other arm of government the conjobs care about enough to ruin, a waste of space and an excuse to reward political allies by appointing them to jobs they aren't qualified for.

In the sense that the President has the ultimate responsibility - of course he is charge. But there are plenty of things that happen in our vast web of government (good and bad) that he is never aware of. I'm not making a judgement with regard to this incident. But it would stand to reason that FEMA blundered this and the President found out after the fact. Wouldn't surprise me.
