I don't think it should be taken as far as Somalia, as it is food aid seized by the government in Myanmar and not warlords. The government is looking to keep control of the country by isolating outside influence, which it has done for several decades.

It turns out that the military Junta in Myanmar are not signatories to the Statute of Rome and therefore cannot be tried by the ICC, which is a pity. Another parallel to be drawn with the US perhaps?

I'd attribute it to unaccountability by the government. That way all apsects of the government can be rightfully blamed.

From what I have seen and heard, the Myanmar and Chinese response to thier respective calamities do not seem all that comparable. Is there evidence of the Chinese acting in the same obstructionist means as Myanmar?

The w regime's assault on open government is one of the few things about the admin which is not "top secret". And their pursuit of unlimited executive power is evident in the court filings which have so far stymied all attempts to expose details of the warrantless wiretaps of american citizens. It also now appears the white house was deeply involved in the pentagon propaganda program which resulted in retired officers posing as "indepenent military analysts" appearing in the "liberal media" for years while parroting carefully crafted admin talking points.
Those who committed the wiretaps and created the propaganda campaign will probably (and unfortunately IMO) never go to jail so "illegal" may not apply. But "wrongful" and "subversive" probably have w and cheney's pictures next to their dictionary entries.

In the meantime we need to make sure everyone knows as much as possible about this admin's attempts to kill open government and any limits on executive power. We must also do all we can to stymie those attempts. Because the next president will be perfectly happy to use w's abuses as the baseline for all future presidential activities unless enough people are aware of the possible long term consequences of doing so.

the fact is that it is partially Bushes fault that we do not have any leverage in Myanmar. If our troops were out of Iraq we might actually have a big stick to carry around with us again
