It turns out that the military Junta in Myanmar are not signatories to the Statute of Rome and therefore cannot be tried by the ICC, which is a pity. Another parallel to be drawn with the US perhaps?

I'd attribute it to unaccountability by the government. That way all apsects of the government can be rightfully blamed.

From what I have seen and heard, the Myanmar and Chinese response to thier respective calamities do not seem all that comparable. Is there evidence of the Chinese acting in the same obstructionist means as Myanmar?

the fact is that it is partially Bushes fault that we do not have any leverage in Myanmar. If our troops were out of Iraq we might actually have a big stick to carry around with us again
