Shouldn't this depend on who is bringing the suit? The government (criminal) or the victim (civil). If it's the government bringing it and asks the victim to provide evidence in the form of rape evidence collection, then obviously the government should be the one to pay for it. Could this refer to the civil case? Presumably not since it relates to law enforcement billing her.
