Obama sold his soul to numerous special interest groups to get elected and now some of them want him to pay up but he's finding that he can't or it too difficult.

Just a guess here, but perhaps he doesn't want to repeal don't ask don't tell just yet because, in light of two wars overseas, he doesn't want to do anything else to decrease troop morale. It's bad enough he is dragging his feet on deciding to send 40,000 more troops which I guess the military feels that he does not listen to them so that must be dragging down morale, in addition to no clear strategy in Afgan and to repeal DADT this soon might add another wild card into the equation that he not prepared to deal with for the moment.
