This is a bill to pass an amendment to the Constitution basically reversing the 22nd.
No problem. Get 2/3s of Congress then 3/4ths of the States to Ratify.. fine.
Until the States Ratify it is not valid.

I think he has submitted this proposed amendment every term for many years. I have read about it before.

As OMD says this is nothing new for Rep. Serrano as he has introduced the same bill since 1997 no matter who was occcupying the White House.
