Ours is the only secondary offense. They will change it to a primary offense soon though. I agree with the secondary offense, but I don't agree with it as a primary offense. Drivers who talk on their cell phones while driving should not be punished unless they make mistakes while doing so.
I love my cell phone it is a great convenience but people who feel their need to talk or text on the phone supercedes others rights are just wrong.
I don't talk or text while driving if I feel that it is really important I pull over.
I don't talk or text at work if I feel that it is really important I wait for my break or ask for permission from my boss.
I don't talk while waiting in line although I don't see any problem with texting.
I just love the arrogance of some people on this forum who admit it might be bad for some to talk and drive but because of their superior driving skills it should be ok for them. If you must talk and drive get a hands free device.
As for the workplace argument of course my child is more important than any job but my kid knew that there was only one reason to ever call me at work and that is a emergency and that means a real emergency not can I go to Bill's house.

Texas just passed a ban on cell phones in school zones during the designated school zone hours. (They also passed a law requiring EVERY passenger to have a seatbelt on, but that a gripe for a different time)
My husband works in a chemical plant and there is a very strict ban on cell phones while in the plant. The plant bans employees from taking any photos that haven't been approved ahead of time by management, and there aren't too many phones these days that don't have a camera. Also, there is a small risk of igniting a gas leak. If you are caught with a cell phone in the plant, the plant reserves the right to escort you out right then and there, no questions asked, never to return again!!
I agree with that. There are safety issues and security issues involved. I have to go to such places all the time. The plants usually have specific locations, mostly Confined Space or Hazardous locations containing flamable materials, that you can't bring that stuff into. It is not usually the whole plant, at least in Washington. It may be different in another State. They all have thier own regulations. They do however provide you with an emergency radio that is Intrinsically Safe in combustable enviroments.
My husband also worked in a chemical plant (he made the hydrogen for the space shuttle) and wasn't allowed to bring cameras, even before 9/11. He went out on disability before everyone had cells but some of the guys later told him that they weren't suppose to have the phones in certain parts of the plant, mainly the control room. I understand that completely and agree with an employer's right to ban cells on the job.
When life takes you to the end of the road, kick it into four wheel drive and make your own.
