Generally speaking, when politicians use the phrase "wealthy" they are referring to those with taxable incomes above $250,000 (I believe this corresponds wtih the top 5% of income earners).
This is was the target bracket and prime beneficiaries of the vast majority of Bush's recent tax cuts.
