It would certainly require less taxes, but you'd still have to pay for it directly and would probably end up costing a shitload more in direct fees (see our healthcare industry). I'd rather pay $5,000 in taxes than $60,000 to a corporation.
It all depends on how its being done. The police departments should obviously not be privatized completely, but put out in licitation - like which company can provide the best law enforcement for the lowest price in this area, or in the whole state. All incomes from fines and tickets should still be going directly to the government for obvious reasons.
