According to a friend in the oil business who travels extensively and engages foreign crews through national and local officials, very common. Temporary work visas and customs clearance are a gold mine for those with the hand out behind the back, from top to bottom.

If you want wages in the US to equalize with wages in the third world go should go live on such a wage before you decide it for the people of your own country. Then decide that there is not a better way.

I doubt it will matter to the people suggesting such an idea. They want to profit from the suffering of people.
