Determining terratorial waters is in relation to other countries. It does not relate to the matter found in them. For example, the US terrority includes florida, but it does not own florida.

Would you be equally accepting of the federal government then spending your tax dollars only within the limits of Washington DC and on military bases? After all, if they're not going to have any say as to how things are developed within a particular state, why should they bother giving them any money?
Of course. The federal govt should be limited to the powers given to it in the constitution, and I dont beleive that most of the 3 trillion they spend is enforcing those powers and duties.

Just as true is the fact that the waters 40 miles out from Miami are not in Florida...

The taxes I pay should go to the duties listed in the constitution, with the bulk of it going to the military. Secondarily is the court system and protecting our freedom and rights. Right now most of our budget goes to entitlements, paying for peoples healthcare and retirement.

WHich is why the federal govt decides the borders, and then the states decide what to do within those borders. If a resource lies outside of that border then we can decide how to divy it up. Thats whats Im asking here. Who owns it?

The federal government.

An individual state's borders extend only three miles out, if I recall correctly. I don't think anyone's looking to drill within three miles of the shoreline. Beyond that, the state has no authority to dictate what happens...
