It is non federal social programs. You asked if there was proof state govts could do better than federal govts. There is proof that individuals can do better than federal govt, which is one step better.

The goal of state and federal governments though is to equally provide all of their citizens with these benefits. The goal of the individual is to simply provide for him or herself and family, so the evidence doesn't really apply.
