Trading in old home appliances will soon earn consumers up to $200 towards the purchase of high-efficiency upgrades. The program, authorized by Congress earlier this year, will be capped at $300 million taxpayer dollars, and will apply to household appliances like refrigerators, washing machines, and dishwashers, as well as furnaces and air-conditioning systems.

The existing cash for clunkers auto program is on its second round of funding, and struggling U.S. automakers Ford (NYSE: F - News) and GM (OTC: MTLQQ - News) are both upping production in response to demand from dealers. Appliance makers and retailers are hoping to see similar results, as the industry has suffered amid lagging home sales.

A rather diverse basket of stocks could benefit from the subsidy program, including conglomerate General Electric (NYSE: GE - News), electronics retailer Best Buy (NYSE: BBY - News), and discounters Wal-Mart (NYSE: WMT - News) and Target (NYSE: TGT - News). On the retail side, companies from three of four of tickerspy's Retail Indexes are set to benefit.

Appliance specialist Whirlpool (NYSE: WHR - News) has been pushing for an efficiency-oriented subsidy program for years, according to a Dow Jones Newswires report.

Lowes (NYSE: LOW - News) and Home Depot (NYSE: HD - News) both sell appliances as well. Both stocks are components of the Home Improvement and Retail Stocks Index.

Sears (NASDAQ: SHLD - News) should also benefit from the appliance subsidies, but today investors are focusing more on the company's surprise second-quarter loss, sending shares down by -11%.

I think the newer appliances ARE more efficient. When I moved here, I planned to use the washer and dryer the previous owner left until I got my floors redone. But the washer quit and, while it could be fixed, no part could be found for it. So I bought a washer/dryer set of those new front loaders.

I notice the washer to be very conservative with water.

And this isn't really about anyone needing 'your' money. It is about getting the economy going again and I personally like this better than handing trillions of dollars to companies for nothing but the process of handing them money.

And FYI: once money is paid to the government it is no longer 'your' money, it is considered the government's money.

I have an idea for Taco Bell;

if you buy 2 tacos, bring back your excrement the next day, they will give you half off on the next one.......I mean restaurant chains need help to right?

The gov. will finally get back what they've been shovleing out.

Something very similar to this existed up until 2007 (I think that's when it expired). You could claim a tax credit of something like 20% of the purchase price of an appliance with that "HE" logo on it, capping out at like 500 bucks per tax year. I've been following IRS law on this, planning if it came back to upgrade an appliance per year each December.

And commodore, nobody "needs your dollar". People buying new appliances tend to be homeowners and disproportionate tax payers (not a lot of welfare renters out there buying $1200 washing machines). We're just giving the government slightly fewer of our dollars when we happen to need appliances.

I'm not a fan of social engineering via the tax code, myself, but I'll take what I can get. I've had my eye on replacing my washer/dryer for a bit now, and I'm also looking to get a second refridgerator and put my current one in the basement (where it will store beer and meat).

Actually, I don't think fast food chains need help. With the economy in a recession, people are going to cheaper places to eat.

But when the offer comes for this, I am going to take advantage of it as it will be a considerable savings in replacing my dishwasher and oven. I am a redhead. Not a fool.

I just bought a new deep freeze which is being delivered this afternoon. The people who bought my TN house wanted my old one and I was delighted not to move it as it was a mere 41 years old. My husband had bartered for it and worked a small home improvement job for the people who originally owned it. I'm sure it was using too much energy in comparison to the ones you get now, and it was so old, I wouldn't have stocked anything in it.

Makes sense. The savings on some of these things is noticeable with the electric bill. A ~40 year old climate control appliance would no doubt send the energy bill rocketing upward.

I'm actually working on a home system that monitors and forecasts my electricity usage (not yet functional). I'm setting a server computer up to track the on-time and wattage draw of various appliances and spit out some spiffy graphs and the like. I'm curious to see what the results are. I've little doubt that just by looking at something like that, you could have a head-scratching moment where you realize you can save 20% off your energy bill by doing something simple that has little impact on your life.

I'm very pleased with the new washer and dryer. This is the first time in many years I have lived where there are no city sewers. The old washer used so much water that the septic tank was always overflowing, and I dont' like that. I'm told by people who already have the front loaders that their towels and stuff have stopped fraying which is good, too. We don't really wear our clothes out on our body we wear them out washing them.

I hang sheets and towels out when I can because I like the feel -- it was what my mother did when I was a girl. Don't know if they had dryers in that day, but if they did we didn't have one. I also hang a lot of my sweaters and tops because they last longer and look new longer.

Home owner's associations are losing the battle of the clothesline these days. I have one as do some of my neighbors and no one has made an issue of it.

I remember reading an article somewhere about the slow leakage of watts thru the myriad of electronic appliances that never truly shut off...TV's, radios, stereos, DVD Players, Satelite equip. etc. etc. I don't remember the amount, but I do remember being surprised that all of these little appliances (while shut off) cost maybe $5 a month(total of all)...you add that by millions of households and you have a very significant electrical usage just so the DVD player comes on quicker.

Mine does sometimes too. Those things amaze me everytime I use them, 12 minutes to dry an entire load of clothes. That washer spins so fast the clothes are almost dry when I take them out! Amazing.

Seems like a good plan. I'm proposing a new bill that will be put to a nationwide referendum. Everyone who doesn't vote for it will be required to pay into a fund that will "stimulate" those who do.
