Eight days ago, Louisiana Gov. Bobby Jindal ordered barges to begin vacuuming crude oil out of his state's oil-soaked waters. Today, against the governor's wishes, those barges sat idle, even as more oil flowed toward the Louisiana shore.
"It's the most frustrating thing," the Republican governor said today in Buras, La. "Literally, yesterday morning we found out that they were halting all of these barges."

Sixteen barges sat stationary today, although they were sucking up thousands of gallons of BP's oil as recently as Tuesday. Workers in hazmat suits and gas masks pumped the oil out of the Louisiana waters and into steel tanks. It was a homegrown idea that seemed to be effective at collecting the thick gunk.
"These barges work. You've seen them work. You've seen them suck oil out of the water," said Jindal.
So why stop now?
"The Coast Guard came and shut them down," Jindal said. "You got men on the barges in the oil, and they have been told by the Coast Guard, 'Cease and desist. Stop sucking up that oil.'"
A Coast Guard representative told ABC News today that it shares the same goal as the governor.
"We are all in this together. The enemy is the oil," said Coast Guard Lt. Cmdr. Dan Lauer.
But the Coast Guard ordered the stoppage because of reasons that Jindal found frustrating. The Coast Guard needed to confirm that there were fire extinguishers and life vests on board, and then it had trouble contacting the people who built the barges.
Louisiana Governor Couldn't Overrule Coast Guard
The governor said he didn't have the authority to overrule the Coast Guard's decision, though he said he tried to reach the White House to raise his concerns.
"They promised us they were going to get it done as quickly as possible," he said. But "every time you talk to someone different at the Coast Guard, you get a different answer."
After Jindal strenuously made his case, the barges finally got the go-ahead today to return to the Gulf and get back to work, after more than 24 hours of sitting idle.

Jindal stock is going up, and Obama is simply over matched it seems jindal is acting as a leader while Obama is simply a politician.

Are vital U.S. interests more imperiled by what happens in Iraq where were have 50,000 troops, or Afghanistan where we have 100,000, or South Korea where we have 28,000 -- or by what is happening on our border with Mexico?...What does it profit America if we save Anbar and lose Arizona?

And if someone drowned or died in a fire it would be Obama's fault for letting them operate without basic safety equipment.
At least this proves the point we were talking about in another thread-you can't just show up and start cleaning up oil. There are specific safety procedures and equipment required. Somebody tell these people where Wal-Mart is.
Thumbs up for everyone involved... for taking action where action is needed and making sure the actions are done in accordance with safety regulations.

It hard to tell if they are incompetent or intentionally trying to see what they can fuck up.

The Coast Guard was stuck here - they have to follow the law. It's not really reasonable to blame them for doing what they are required to do.
Cari, "The Coast Guard needed to confirm that there were fire extinguishers and life vests on board." in no way means that there were no fire extinguishers and life vests on board. It would seem that given the urgency of the work they were doing on the barges, the coast guard would actually come aboard and check for fire extinguishers and life vests in stead of waiting to contact the companies that built the barges to check design specs.

There were safety concerns beyond just lifesavers and fire extinguishers - the Coast Guard was also concerned about the barge's stability. HOUMA, La.--(ENEWSPF)--June 17, 2010. The vacuum barges in Louisiana have been deemed safe to re-join the fight against the oil spill in the Gulf. The vacuum barges were temporarily removed from service after safety concerns occurred including stability and the lack of lifesaving and firefighting equipment.
The Coast Guard Incident Commander in Houma, responsible for the safety of more than 10,000 response workers in Louisiana, and the Coast Guard Captain of the Port of New Orleans, responsible for general vessel safety and inspections in Louisiana, consulted on the safety issues of the shallow water barge vacuum vessels. They are satisfied that all concerns have been addressed and the vessels are safe for all crewmembers aboard.
The Coast Guard supports the Louisiana vacuum barge project - fighting the oil is our priority. However, we will never compromise the safety of all the men and women working so hard out in the field, said Capt. Roger Laferriere, Coast Guard Incident Commander in Houma.
You cannot operate a vessel of a certain size on US waters without a valid Coast Guard safety inspection. That law binds the Coast Guard just as much as the vessel owner.
The Coast Guard was just following the law. Blaming them for doing so is absurd.
No! Not a good job. They let bureaucracy get in the way of logic. The Coast Guard could have saved 24 hours of time, further damage to the coast line and a negative public perception by simply checking for safety equipment on board as the barges continued to suck up oil.

And they do that how? By contacting the barge builder? yeah right! a 30 year old barge in still in the same configuration as it was when launched? What's wrong with an on site inspection? If you need a special team to do that, fly them in on military aircraft if necessary. Spend some of BP's 20 billion dollar extortion check for something that will actually help stop continued damage? Too logical. It seems that the administration's handling of this spill is more about flexing government muscle and demonizing BP than it is about clearing obstacles and making it easy to save the beaches and marshes.

No, its just paperwork. Theres a time for beuracracy and a time to skip it. Emergencies are that time. This is the problem when power is transferred upword. You have to wait for some massive buracracy to do its job, when if power were focused locally, things would move much quicker. The cleanup is a good example. You can either go clean it up yourself today, or wait for some buracracy to get moving and clean it up in a few months.
