Anyways, I do find the idea of a program designed around illegals turning themselves in, itself, potentially silly and ineffective. Seriously...who would do that? There is no added value other than the process allowing you to keep a bit more of your dignity...avoiding jail...given time to get affairs in order, etc... Ah, therein lies the rub: In order for a program like this to take off, the counterpart program - the classic raid-arrest-imprison-humiliate-adjudicate-deport method - needs to be aggressively utilized. Only when the risk of suffering this outcome becomes very real will the alternate "voluntary" method become significantly attractive. Bravo to the agency for trying new things...and not including bullshit incentives (amnesty, path to citizenship, etc...) to criminals! Even if it yields minimum results, it is still a success...although that would likely indicate, as I said before, deficiency in exercising the alternate traditional methods...which would need to be addressed. Let's sit back and see how it does. See how many of them truly are "law abiding" by nature. |

I might be a bit simple here (cos I don't know exactly what you mean by documented) but presumably, they're managing to avoid the law anyway. So being on their records won't really help matters, will it?
