I think the Police are getting trigger happy. With the mood of the country against being disarmed heightening Police may be on edge and worried if someone is going to shoot them. The Story does not have all the details but that is more what I get out of it than anything else.

Ms. Towler did not deserve to die for her missteps... but she gave the officers plenty of reasons to fire. Don't get me wrong, it does sound like the officer might have fired off a round prematurely, but I can see how someone walking around in the back yard, with a gun, and at night could be perceived as a threat to somoene in the house.
Granted, the lady was old and apt to make some mistakes, but she paid the ultimate price for the mistakes she made, didn't she.

It's already been said, but police were responding to a burglary call and surely someone else called to report someone shooting in response to her "warning shot". If I saw someone walking in the backyard with a gun with the information he had, I'd be quick to shoot if they didn't obey my every command instantly.
