Your complaint that they should not "hold it up" was shown to be meaningless when I pointed out there is no requirement to produce a certain amount of legislation. I really don't know why you are pretending you don't know what my point was.

No you certainly have not. I have no idea what this king or dictator nonsense is all about but i have found nothing in any of your posts or in any of the contents of the webpage I linked or in any other material describing the speaker's duties and powers which supports your contention.
You should really try to produce some rational argument that explains why you think this behavior exceeds the rightfuil exercise of his office. Until you do there's really nothing further to discuss.
