These things are not proven per se. To prove it you really need to do it.
But the question is what is time travel?? What is time??
It is hard to say if that would constitute time travel. I dont dispute the facts, but are those facts worthy of being labelled time travel?
Is it time travel to use HG Well's time machine?

I also see a lot of links that say the movie, “The Philadelphia Experiment” really happened (Of course the true story was made interesting by Sci-Fi writers.).
If time is granular (Can be broken down to a single smallest component.) then yes, on paper you can travel back in time by simply doing as Superman in his first movie, you simply double your speed over and over until you reach a point where you get back before you left. The opposite would be traveling to the future, your stopped by whatever means needed to separate you from the space time continuum (A bit more then being frozen, frozen in time itself is not something we can really understand with today’s intellect.).
Okay, here’s the real ringer that will have you saying I’m so full of crap. I’m a time traveler (I heard that.).
About 15 years ago I was near a lightning strike that lasted for almost a full minute. There was no boom, just a very load “Craack-kkk-craaack-cracck’ over and over. Traffic had stopped and people weren’t walking. I was smoking a cigarette out side my optometrist, I wondered how all of the cars stopped like that, never closing there distance and stopping without slowing. My wife came out and said are you okay? I said” hea hea hea yea, cool.
She heard a very load and defining boom while I heard a series of cracks. It wasn’t until later that I wondered if the crack,s were the waves from the sound frequency of the thunder and I had somehow slowed down enough to here them individually, would explain the cars and people stopping like manikins also. I wonder if all that is needed is an extremely large discharge of energy of enormous magnitude???
About 2/3rds through this video you will see a tower. Watch at regular speed and note the vapor trail of the tower consisting of it’s anchoring wires and center struts, there is a second impact and a complete duplicate vapor trail appears as the tower falls, now go back and try to click your mouse as fast as possible back and forth from play to pause. Is that cool are what?
Debris blowing would not have copied the outlines of the original beside the original, a vapor trail distinguishes where something was before where it is. The earth rotates at about 8,000 mph. could the vapor trail be where it was before, and the physical tower where it ended up after the explosion:

In short, did it “freeze in time/move forward in time” to where it is beside it’s own vapor trail where it disappeared from to where it ended up “with the earth turning for a millisecond?”

As for time, time is a dimension that one can travel only one direction in. This is why we haven't, and never will, meet any time travelers ... unless we consider ourselves time travelers, which we are. We just can't travel "backwards" in it. My understanding of matter tells me that it will not allow such a thing.
The whole time, matter and nature of the universe we will never entirely understand though.
