I never quite understood the opposition to this. I think there should be more instances were we prove residence and identity.
With the crime of ID theft running rampant with just a 9 digit SSN, wouldn't a picture and a finger print make that a whole lot harder?
Why not lower the price of a passport to be comparable to a state issued card (or issue the first one free) and just require everyone to have one of those.

Perfect! Make everyone accept an ID so the people that don't have a SS number can be identified.................and we all know who those people are. US citizens already have an ID, their SS number, end of story.

Edit: fwiw, while it may look like a flimsy little booklet, I would bet that my passport could survive more comprehensive abuse than my drivers license.
