I have been to Havana and it is one of the most beautiful cities I have ever seen (though a clean-up wouldn't hurt). I also found the people to be exceptionally warm and friendly. I would love to visit again.

I agree with environmentalism in communist states. They could even use prison labor as a form of community service that would actually benefit the environment.
