I am more on the yes than on the no side of this question. But I am afraid one can not give such a general answer.

Perhaps the way that Vienna took is a promissing one. Many of the major streets of the 1st district are pedestrian. The rest of it is nearly completely one way streets, yes parked cars, but relatively calm. Cars can only drive less than 30 km per hour anyway, more likely not even that fast. I never felt those remaining cars are much of a problem.

Banning is not the optimal way in my opinion. It should be made more sophisticated. A combination of a high city tariff for the mere fact of simply driving into the town with a large pedestrian and one way street network. Also the numbers of parking lots does not have to be increased. Its fine if they are limited.

All this together, will lead to the fact that really only those who see no other chance as to enter the city also will do so and take up the unconvieniablities connected to that.

Of course this has to go hand in hand with a large investment into the PT.

Thats a clear sign that this street lacks a tram. A tram is far more efficient then busses. Being a very suitable indermideate between bus services and subway.

You have never been to the Netherlands, right? Bike riders are there everywhere. As pedestrian you simply have to take constantly care of yourself.
Its still superb biking system in the Netherlands. They have even real bike "streets". Looking like real streets but smaller and exclusively for bikes and very light motorized 2 wheelers. And they have the bike traffic that those roads make sense.

Thats the way it is also handled in most pedestrian zones already today. But thats for delivery only. And thats also logical, I mean what kind of pedestrian zone that would be if it would be clocked by the dozens of cars of the employees? No thats not a reasonable way, of course pedestrian Zone means, no car parking.

You forgot to mention Copenhagen....the whole city is a pile of worthless pigvomit when it comes to public transportation, and the car traffic is therefore getting worse by the day. The only reason that the city is not completely stuck in car traffic is because private cars costs three times more than in other countries, and that bicycles have some of the best conditions in the world.

Yet, my earliest memories of it were sports pitches and Oranmore Milk being hauled around in the sun on open trucks...jesus I couldn't even imagine that today with the advancements, public expectations, health regulations, lol. I wouldn't trade the success for anything to avoid the dreary alternatives being more or less required to hop the boats and planes to get a chance at life. Still, there were aspects of the old atmosphere too that I miss. The peace, the massive number of old pubs all going away with the changing laws and demographics, etc. Heck, I really miss even the heavy decline of turf and its smell, etc that gets less and less due to regulations, modern homes, etc.

Some things don't change, however, and that is local government. Galway City shines despite it. The Galway City Council is for shite . . . mind-numbingly bad. The water things I heard ... you might as well drink the Corrib.

Dublin is indeed a mess, but I save myself most of the headache by driving near and and then catching the tram in at places like Red Cow, etc. One thing Dublin should keep doing is providing more tram services and putting more parking in the suburbs so people coming in can park and take the trams in.
They are by passing Tuam soon, Claregalway is desperately needed to be bypassed. It would a cracking vilage in no time if that happened..

This all progress don't ya know... we'll be living in the car soon and looking rightly progressed then...

It's the poor bastards in dublin commuter belt I pity leaving at 7 to return at 7 or 8 in the evening. Anything up to 3.5 hours of traffic a day..

I think that Münster (NRW) would be a good city to test this out in. It is a large city, but not too large. Anyways, from what I have seen of it, there is very little traffic congestion to begin with.

Münster is nice, it's not really a very large city though. But the most remarkable thing about Münster is that it's called "Bicycle-City". 35% of all traffic is done by bicycle.

And thats where I have the story from where people from the Netherlands stood there in astonishment about how many bikes their are everywhere in Münster. ... people from the Netherlands!

I did work there for a short time. It's really amazing. And when you are driving your car, you got to be really careful, cause those damn bikes are all over the place.

Its interesting however. I think in Vienna only 34 % are by car. Even though bikes make up only ~5%...
