yea, poverty has been a big problem for my country for a long time, and will still be one in several parts of China.
The poverty in Tibet,I think, has many reasons:history geography religion...
So we are always making effort to change that: abolish feudalism and serfdom; build the highest railway towards Tibet; let Tibetan have chance to learn Chinese......etc

Based on my limited knowledge of Dalai Lama, I would say that he is a bit of both, political and religious.

Theoretically, Tibet can be autonomous without Dalai Lama, but not on account of difficulties with Chinese gov't, but rather on account of desire of Tibetan people. But if it is the desire of tibetan people that Dalai Lama be their leader, either political or religious, then autonomy dictates that that desire be respected, no?
