Personally, I think the Indians misinterpreted the quotes, which actually provided a compliment to India, not criticize it. They more or less reacted to other poeple interpretations of the speech, not the speech itself.

However, it you want to look at the reasons why food prices are going up, you can include better nutritional standards. And you can include the export controls that India, China, Egypt, and other countries have placed as well as transportation costs. Those are just a few factors.

It is a fact that the world can feed itself several times over, if we all give up meat. I love meat and I'm sure Indians do too, furthermore as India develops more people will want to eat foods that take more resources to deliver, Indians have every right to that.

But, clearly XYgod, you have misunderstood Mr. Bush here and it is clear to a native English speaker, like myself, just how easily those words can be misinterpreted. The President's words do not insult India.
