Well, in all my years as a civilian, I have never once had a drug test, other then as a "pre-employment screening". For Hughes, Boeing, Disney, and a few others they were required. But I never once had to take a follow-up test. And nobody I know of has ever had one either (unless they were working as a driver).

And trust me, I know how civilian life works just fine. I spent 14 years as a civilian (1993-2007), and did quite well. I simply came back to the military, where I was happiest, and where I felt like I could make a contribution more then building or repairing yet another computer or network.

Apparently showing up drunk off your ass isn't a big deal either

Unless you drive for a living.

Counsellor Troi was there to help the captain assist in manipulating someone's emotions in order to get a better result, not to find a "gentler approach". The two are not the same.

Uhm neither do civilian companies. They cannot just vaporize someone because they have a dui unless of course their job is, driving. Co’s have insurance plans were they spend many dollars sending their employee somewhere to dry out etc. several times to boot.

They have managed mental health care systems where in you get help for psyche maladies. Depression, drug or alcohol abuse, etc.

It’s the same in the military. They have sppt. in place as well. If at the end of the day the soldeir employee, whomever, shows no interest by their actions in changing and becoming productive and working within the guidelines, they are let go.

It may have been different in other MOS's, but I was an MP in the early 80's and there was no talking back to NCO's tolerated. There was sometimes a funny grey area when an E4 first made E5 and his old friends had to adjust to the guy's new NCO status but even then nobody was dumb enough to mouth off, just unsure of how to behave off-duty.
