Here's what you would've seen:
He was pretending to be a Master Gunnery Sergeant.
And keep in mind that civilians at a high school reunion look at a "rack" (no, not
that kind of "rack") and see nothing but a bunch of nice colors in an impressive display. In this case, one of his classmates was a Navy Commander who took notice of it. While the LOM can be, and has been, awarded to enlisted personnel, it's rare.
Now, if the idiot wore the uniform in the photo above, which is considered "full dress", then it would be easy to spot him as a fake. Anyone who's spent any time in uniform would acknowledge that a high school reunion is not the proper event to which one would wear medals. Ribbons would be the proper wear. Given that this guy obviously has issues, it wouldn't surprise me if he wore the medals to the reunion, which would've raised the suspicion of his Commander classmate...
