From my experience at DOD, all.

However, they are also pushers and confidence men.

So, it's a multi-racket profession, as is all organized crime.

Returning the partisan volley, I believe Democrats are the one who advocate the use of condoms, the Republicans oppose and call for abstinance (but practice abstinance NOT). Guess who ends up with the STDs.
