For that matter, I wouldn’t even stop at government agencies. I’m sure they’re attacking private organizations involved in R&D for those projects just as vigorously. It makes me wonder; just how many people do they actually employ for this kind of crap?

Its not that much of a big deal tbh, we do it to them too, same with the Russians as well, its more hot air than anything else and everytime when something like this comes up politicians/prosecutors have to look like they're outraged.

It's more than hot air. When our organization gets an emergency notice from CIT to drop everything we are doing at the moment to do as CIT instructs to protect against an identified atttack (man-hours of work lost). Yes, that is disruption.

We do nothing even close to what the Russians and Chinese do to the Internet.

Between spam and viruses alone, they cost our economy billions. Not to mention IP theft.

Take that last part up with your Ministry of Culture. I believe we are engaging in it as well. But, considering how Russia and China are experts on censorship, we just don't hear about it as much [edit]and don't really know who does it more or more effectively[/edit].

That's not what I said, bien sr. I said that the Chinese and Russians produce far more damage via viruses and spam. The wasted bandwidth (IIRC, up to 80 or 90% of email traffic is spam) and damage via theft (phishing, credit card fraud, etc.) created by these two countries alone cost the US billions of dollars yearly.

in Europe and North America countries.oversea Chinese found they can't visit some Chinese site's webpage.for example,in Europe countries,in North America, they can visit ҳ_ and other sites,but if they click the link to try to view the articles about U(Tibet),it would show them a page to tell them can't visit link.

how do westerner laugh at Chinese when the same happen in "democratic" western countries?
