Here are just a few incidents that take place just in the past few months with new attacks daily, often attacks are unreported because violence against Palestinians is so frequent. 0 Settlers rampage through Hebron Date: 26 / 11 / 2008 Time: 11:06 Bethlehem – Ma’an/Agencies – Some 40 Israeli settler teenagers rampaged through the West Bank city of Hebron on Wednesday, slashing car tires and smashing windows. Israeli sources said the youths slashed the tires of Palestinian cars and Israeli border police jeeps near a settler-occupied building called the “House of Contention.” The settlers hurled rocks at Palestinian houses and sprayed a Star of David on a wall. Israeli police reportedly launched an investigation into the violence, but none of the rioters has been arrested. Last week the Israeli High Court ordered settlers to leave the occupied building. Settlers have vowed to resist the evacuation, and the Israeli military has yet to implement the order. Settlers also rioted near the occupied house last week, wounding a soldier, vandalizing a mosque and desecrating Palestinian graves in the area. Following Wednesday’s riot, Defense Minister Ehud Barak said the government is determined to implement the High Court ruling on the disputed building. Israeli Chief of Command Gadi Shamni said he would meet with settler groups again on Wednesday in hopes of persuading them to leave the "House of Contention" without further violence. The Israeli newspaper Haaretz reported that Prime Minister Ehud Olmert, however, hinted on Tuesday that his government will not force the settlers from the "House of Contention," but will instead settle for preventing settler attacks on their Palestinian neighbors. Speaking with reporters during his trip to Washington, Olmert said: "I read the High Court of Justice's decision closely. It ordered the house's occupants to vacate within three days, and if they do not, [it said], the government will have to do so. But it did not explicitly order the government to do so. There is something less than completely unequivocal in the wording the court chose." He claims his family had asked Border Guard officers to form a separation between them and the settlers, but that the latter had continued throwing stones indiscriminately at both parties. Al-Jabri went on to say that after a settler had threatened to slaughter his entire family he complained to IDF soldiers, but they didn't respond. "He took out his gun, put it to his mouth, and said, 'Deir Yasin, Deir Yasin', referring to the massacre in the village of Deir Yasin in 1948," he said. "I was shocked to hear a soldier tell me, 'There's nothing I can do, and there's no use complaining, the settlers and we are one," al-Jabri added. He claimed discrimination was prevalent among security forces. "One of the settlers who threw stones was covered head to foot, including his face," al-Jabri said. "He was throwing stones near an IDF jeep. If one of our women walks around with her face covered, she is immediately stopped and female soldiers are brought to determine her identitiy. The Red Crescent expressed concerns about such attacks by settlers in the West Bank. The house has been a source of controversy in recent weeks after the High Court of Justice ruled that security forces could evacuate it. Settlers moved into the structure in March of 2007, claiming that they bought it from Palestinian Faez Rajabi. He denied the sale. The settlers are currently occupying the home of the Rajabi family, who are pursuing the matter in the Israeli High Court and disputing the settlers’ claim that the home was sold to the group in 2007. A researcher for the Israeli Human Rights group B’tselem was also injured as he attempted to contact Israeli police in the area and ask them to prevent the settlers from assaulting locals. While in the area the researchers was also hit with a rock, and the soldiers he spoke with took no action against the violence. Settlers claim the building, “Beit Hashalom,” was purchased from a Palestinian family for 700,000 US dollars in 2007, and have been using the facility as a residential, religious and educational site ever since. Last week the building was ordered evacuated while the High Court in Israel determined who in fact owns the structure. Palestinians brought the case in front of the court earlier this year. In the villages of Yatma, Qabalan and As-Sawiya, south of Nablus, settlers slashed the tires of more than 20 cars and also set fire to thousands of shekels’ worth of straw bales, used as animal feed. In As-Sawiya, settlers wrote slogans insulting Islam and the prophet Mohammad on the walls of a local mosque. Hikmat Abu Ras, a resident of As-Sawiya who works for the Palestinian Ministry of Planning, said that when residents awoke they witnessed the settlers already fleeing the village. He said settlers painted a star of David and slogans such as “Death to Arabs” on the village mosque. He said that residents of the village, particularly students, were harassed by settlers while they waited for transportation in the morning on the road between Nablus and Ramallah. As-Sawiya is ringed by three settlements: Rechelim, Eli and Shilo. Separately, Palestinian medical sources reported that Israeli troops installed a new gate on the Nablus-Tulkarem road and erected a checkpoint near the village of Deir Sharaf. Also, dozens of settlers demonstrated near the Za’tara checkpoint, north of Nablus, while Israeli soldiers massed to protect them. Meanwhile, residents of Sinjil and Turmus’ayya in the north of Ramallah governorate found racist slogans written in Hebrew painted floors of two mosques when they arrived morning prayers on Tuesday. Medics said the children had been bruised all over their bodies. The security of 800 settlers has led the Israeli military to impose harsh restrictions on the 35,000 Palestinians living in H2. An additional 115,000 Palestinian live in H1, making Hebron the second largest city in the West Bank and arguably the most volatile. Many of the harshest restrictions began after an Israeli settler murdered 29 Palestinian worshippers in 1994. The Israeli military reacted by limiting Palestinian movement in H2. The restrictions on movement have a direct impact on health. Palestinians say the movement of ambulances must be coordinated in advance, which is not possible in emergency situations. Five international activists were wounded and the mother of the mother of the owner of the house was also wounded and was admitted to the Hebron hospital. The owner stated that “when a Palestinian hurls a small stone the army and police rush to arrest him”, and added “but when the settlers attack us, the soldiers do not move”. Israel said on Friday it had beefed up forces in the West Bank, a territory it captured in the 1967 Arab-Israeli war, to prevent further violence. Hebron has long been a focus of Israeli-Palestinian conflict. Some 650 Jewish settlers live in fortified Hebron enclaves guarded by Israeli troops in the city of 180,000 Palestinians. The HCJ declared that the State of Israel will be named temporary custodian of the property until a separate ruling on the ownership is issued. On 4 December 2008, Israeli security forces evacuated these settlers by force. During the course of the evacuation, clashes took place between Israeli settlers and Israeli security forces, causing injuries to both sides. In the aftermath of the eviction, violence continued in Hebron city. Groups of settlers threw stones at Palestinian houses and set fire to vehicles, agricultural fields, houses and the contents of one mosque. Settlers also attempted to force entry into Palestinian homes. In the hours following the eviction, Israeli settlers injured six Palestinians, including two with live ammunition. In spite of IDF efforts, settler attacks were difficult to contain. In areas, clashes erupted between Israeli settlers, Palestinians and the IDF. Some Israeli settlers were injured as a result. As this Special Focus indicates, settler violence is a regular occurrence, targeting primarily Palestinian civilians and their property, but also IDF soldiers. Key Points · Increasing Palestinian Casualties: In the first 10 months of 2008, OCHA recorded 290 settler-related incidents targeting Palestinians and their property.This figure, while not comprehensive, reflects a worrying trend, since it surpasses the total recorded by OCHA in each of the previous two years (182 and 243 in 2006 and 2007, respectively). Similarly, Palestinian deaths and injuries resulting from settler-related incidents in 2008 exceed the number of Palestinian casualties in each of the previous two years (131 in 2008, compared to 74 in 2006 and 92 in 2007). Since 2006, OCHA has recorded more Israelis killed by Palestinians in the West Bank than vice-versa (10, compared to 4).The number of Israelis injured by Palestinians during that period is less than half those of Palestinians injured by Israeli settlers (116, compared to 293). · Group violence: Since 2006, a significant majority of settler incidents recorded by OCHA are carried out by groups of Israeli settlers, rather than lone individuals. · Vulnerable groups injured: Approximately half of all Palestinian injuries from settler violence each year since 2006 have been made up of children, women, and the elderly over 70 years of age. · Nablus and Hebron most affected areas: Some areas of the West Bank suffer far higher levels of settler violence and related activity than others. While incidents were recorded by OCHA in all governorates during the first 10 months of 2008, they were more frequent in the Hebron and Nablus governorates, with 42% and 21% of all incidents, respectively. This trend was also witnessed in the preceding two years. · Settlements, settler violence and the lack of law enforcement: » A root cause of the phenomenon is Israel's decades-long policy of facilitating and encouraging the settling of its citizens inside occupied Palestinian territory (oPt), defined as transfer of population and prohibited by international humanitarian law (IHL). » Under IHL and international human rights law, Israel is responsible for ensuring public order and safety and protecting the civilian population in the occupied territory. As the occupying force in the West Bank, responsibility for implementing this obligation falls to the IDF. » In spite of clearly defined legal responsibilities and some recent efforts undertaken by the IDF and Israeli police, the relevant Israeli authorities have failed to adequately enforce the rule of law when it comes to Israeli settlers carrying out acts of violence against Palestinians and their property in the West Bank. For example, according to the Israeli human rights group Yesh Din, over 90% of investigations into settler violence are closed without an indictment being filed. By contrast, when Israeli civilians are the target of Palestinian violence, the IDF actively pursues Palestinian suspects; thousands of Palestinians are arrested and prosecuted through Israel's military court system each year. · Triggers: Settler violence occurs throughout the year, with increases in property and land damage often observed during periods of intensive agricultural activity for Palestinians (e.g. olive harvest). Settler attacks are also linked to attempts to dismantle settlement outposts. According to settler statements, settlers are now implementing a strategy wherein there will be a high "price" to pay for each attempt to dismantle settlement outposts. · Humanitarian impact: The humanitarian impact of settler violence is significant. Although not the most significant result in terms of numbers, the gravest outcome is the killing and injury of Palestinian men, women and children. Settler violence also harms Palestinians by damaging livelihoods. In some cases, settler attacks have been so systematic as to directly contribute to the displacement of Palestinian residents. Examples include the H2 area of Hebron, Palestinian hamlets in Massafer Yatta, and the village of Yanun, in the northern West Bank (whose residents subsequently returned). Addressing the impact of settler violence on Palestinian civilians has been identified by humanitarian agencies as a key humanitarian need in the 2009 Consolidated Appeal. · Humanitarian concern: In the absence of effective Israeli law enforcement, along with increasingly aggressive settler activity, there is concern that the situation may deteriorate further. Palestinian Casualties Of the 290 settler-related incidents affecting Palestinian civilians recorded by OCHA in the first ten months of 2008, 24% resulted in Palestinian casualties: three Palestinian males, including one child, were killed and 128 injured (including 28 women and 21 children).These surpassed the total number of settler-related Palestinian casualties in 2006 (92 – 1 death, 91 injuries) and 2007 (74, all injuries). Approximately half of all Palestinian injuries from settler violence each year since 2006 have been inflicted on children, women, and men 70 years and older.18 The majority of incidents that resulted in Palestinian casualties occurred in the Hebron governorate, 39 incidents. Of these, 30 incidents occurred in the H2 area of Hebron City.This represents 42% of all incidents resulting in casualties. Seven of the remaining nine incidents occurred in the south Hebron area. Other incidents resulting in casualties occurred in the Ramallah governorate (4%) and the Nablus governorate, where six of the eight total incidents involved settlers from Yitzhar and Bracha. The majority of Palestinian injuries caused by Israeli settlers each year since 2006 have been the result of unarmed physical assaults. In the first 10 months of 2008, these injuries represented 65% of all injuries caused by Israeli settlers.The number of such injuries, 83, surpassed the parallel figure for 2006 and 2007, when 61 and 53 injuries were caused by physical assault, respectively. The second-largest category of injuries in 2008 was those caused by stone-throwing by settlers. These incidents accounted for 27% of all Palestinian injuries in 2008.There were twice as many stone-throwing-related injuries – 35 – in the first ten months of 2008 as in 2007, when 16 of all injuries were caused by stone-throwing.19 In 2006, 15% of all cases, or 14 injuries, were caused by stone-throwing.The same year, an almost equal number of injuries, 15, were caused by live ammunition fired by Israeli settlers. Such injuries were considerably fewer in 2007 and 2008, with five and two injuries, respectively. Settler killings of Palestinians: In 2008, one Palestinian male child (17-years-old) was killed by Israeli settlers in the West Bank.Two other Palestinian males (aged 19 and 22 years) were killed by Israeli settlers in contexts that were disputed: one died after being shot by a settler who alleged that the Palestinian tried to stab him; and another died while bird hunting with a group of Palestinians after he was shot by an off-duty IDF soldier,who claimed that he was responding to fire from the group of Palestinians.20 In 2007, OCHA recorded no Palestinian deaths due to settler violence. In 2006, one death was recorded: a 48 year-old Palestinian man was shot dead when an Israeli settler opened fire at his vehicle. Examples of incidents resulting in injuries in 2008: • 30 March: A 39-year-old Palestinian man from Kafr Qaddum in the Qalqiliya governorate was physically assaulted by Israeli settlers from Qedumim settlement while he was working on his land. • 8 June: A 70-year-old Palestinian man, his 68-year-old wife, and 32-year-old relative from Khirbet Susiya, located south of Yatta in the Hebron governorate were injured, the wife seriously, when four settlers attacked them with iron pipes and sharp objects, while grazing their sheep on land rented out to them near the settlement. • 13 August:A 13-year-old Palestinian boy from the H2 area of Hebron city was injured in the head when Israeli settlers threw stones at him in the vicinity of the Ibrahimi Mosque. • 4 September: A 9-year old Palestinian boy from the Wadi Al Hussein neighbourhood in the H2 area of Hebron city was hospitalized after a group of settlers from the settlements of Kiryat Arba and Al Rajabi House beat him while en route to his home. • 11 October:A woman (aged 20) and two men (aged 24 and 47) from Burin were injured by stones thrown by settlers from Yitzhar settlement while they were picking olives on their land.The settlers cut down 18 olive trees before they attacked the farmers. • 19 October: A 45-year-old Palestinian man from 'Arraba in the Jenin governorate was physically assaulted when settlers from Mevo Dotan settlement attacked Palestinian farmers picking olives in their fields. Settlers stole the farmer's harvest and prevented them from harvesting any more olives. Displacement caused by Settler Violence OCHA, along with a number of human rights organizations, has observed that, in some cases, settler attacks have been so systematic – and the response of the relevant Israeli authorities so absent – as to directly contribute to the displacement of Palestinian residents from the targeted area. In Autumn 2002, the residents of the Palestinian village of Yanoun in the northern West Bank evacuated en masse in order to escape years of regular attack from area settlers.20 They returned only after international peace activists established an active presence in the village in an attempt to protect residents from settler violence.This protective presence is ongoing as a result of the work of the Ecumenical Accompaniment Programme in Palestine and Israel (EAPPI).21 In the southern West Bank city of Hebron, the Israeli human rights groups B'Tselem and the Association for Civil Rights in Israel found in late 2006 that more than 40% of Palestinian apartments in the City Center had been vacated and over 75% of Palestinian businesses had closed due to difficult living conditions caused by settler harassment and restrictive IDF policies.22 In November 2005, OCHA conducted a survey of Palestinian families in the area of Masafer Yatta in south Hebron. The findings showed that 75 families (837 people) residing in 11 hamlets had been internally displaced from the area between 1998 and 2002. These communities were all located in close proximity to Israeli settlements and their displacement resulted from security concerns and economic difficulties arising from the actions of area settlers. Most displaced residents had experienced violent attacks from settlers directly or as witnesses. Settlers reportedly had targeted the Palestinian residents that were most reluctant to leave. Residents reported that settlers employed various techniques, including setting dogs onto children and women and poisoning livestock. The displacement had pushed the majority of the families into poverty, with nearly half of them becoming recipients of humanitarian aid ii. Property Damage In the first 10 months of 2008, the single largest category of settler-related incidents was made up of incidents that caused property damage, without resulting in any casualties.There were 79 such cases, some 27% of total incidents. In 2007, 24% of recorded incidents resulted in damage to Palestinian property, down from 33% in 2006. The value of settler-related property damage is significant and has a direct impact on Palestinian livelihoods. Incidents resulting in property damage recorded in 2008 included • 1 January: Israeli settlers from the settlements of Efrat and El'eazar set fire to a 700-year-old mosque located on the lands of the village of Al Khader near the settlements (Bethlehem). • 4 February: Israeli settlers from Havat Gilad outpost uprooted about 200 newly planted olive trees from land belonging to Palestinian farmers from Jit village (Qalqiliya). • 16 June: A group of Israeli settlers from Yitzhar settlement attempted to physically assault three Palestinian shepherds, including a 12-year-old boy and a 14-year-old boy, in Burin village. After the three Palestinians managed to escape, the settlers stabbed and killed three donkeys. • 19 June: Israeli settlers from Yitzhar settlement set fire to agricultural land belonging to farmers from Burin, 'Asira al Qibliya and 'Urif villages. The village is bordered by the illegal Israeli settlements of Eli to the west and Shilo to the south. Approximately ten settlers from the Shilo settlement invaded the Palestinian village, said Head of the rural council Abd Al-Nasser Al-Badawy in a telephone call to Ma’an. While in the village one of the settlers shot Yousif Musa near his home, about 100 meters into the village municipal boundaries. After firing on the boy the group fled the area. Musa was transferred to the governmental hospital in Ramallah. West Bank settlers seize farmland south of Hebron
Date: 25 / 01 / 2009 Time: 17:10 Hebron – Ma'an – Israeli settlers flanked by soldiers seized new land south of the West Bank city of Hebron on Sunday, Palestinian security sources said. Security officials in Hebron said that the settlers, from the nearby settlement Karmel, near the Palestinian town of Yata, erected a metal fence on land near the settlement and prevented local Palestinian resident from approaching the fence. The settlers appeared to be preparing to occupy the land. The confiscated farmland belongs to families from Yatta, including Abu Hamid, Qraeich, and Abu Fanar. The Palestinians who own the land are urging international intervention to save their land, as they say farming is their only source of income. A settler shot at him while he was walking on the road between his village and the settlement of Beitar 'Ilit. The child was taken to Beit Jala Hospital, where his medical conditions were defined "difficult." The village's development and expanding is limited by the nearness of the settlement." 15 February In Beit El, the Israeli Court and the Civil Administration decided to confiscate 1,770 dunam to the West of Efrat settlement (south of Bethlehem): the land will be declared "state land." The order of confiscation was issued one year ago and the nine Palestinian families of the village of al-Khader who were affected appealed to the Court. Only one appeal was accepted, while eight were rejected. According to the Israeli plan 2,500 house units will be built on the land in order to expand the settlement of Efrat. It is probable that the decision of the Israeli Court is a consequence of the Israeli elections, where the right parties won, with a strong program for the settlement project in the Occupied Territories. Jaber Abu Humaid, chairman of the village of Omm Saffa, has claimed: "The building of a new road means that approximately 700 dunam will be de facto confiscated, otherwise they will be inside the road. Tens of families will lose their land, where they have cultivated and where their goats pasture. For example, my family own 80 dunam in that place and we couldn't reach our land. Furthermore, in the area there used to be a lot of wells, very important for the farmer, in order to slake the thirst of the goats and the sheep." The local workers that are developing the picnic area have been forbidden to go to the place and to continue their activities. The park area is part of a project of the Municipality of Beit Sahour and USAID and is placed near a former Israeli Military Base. The Municipality was negotiating in order to build a Cancer Hospital for Children. Since May 2008 the settlers of the area of Bethlehem, leaded by Women in Green are coming weekly with the clear aim of taking over the area. These incidents are only a few of the reports-there are so many from many different sources including reuters etc., the reality is that this happens constantly, there was just a small article in 'The Economist' about the constaant destruction of Olive trees and other violence, but for the most part the US media stays silent as US taxpayer money goes to these KKK settlers! surly it isn't downplayed so much in the arab world and muslim world how brutal the zionists are-with US support as the US tries to 'win over' the local population in iraq or afghanistan and americans get kiad everyday, thx to the zionsts the muslim rebels will have plenty of new recruits
