I haven't participated in this thread before because the title was so silly. (At least the poll had a "neither" option.) But I've been thinking about Bush's legacy and how future historians will probably view him. Here's my take on the Bush legacy.

George Bush on the economy will probably end up viewed somewhat like Herbert Hoover or Jimmy Carter, as the inheritor of problems not really of his making, who was blamed for them unjustly, but who can justly be blamed for not showing good presidential leadership in dealing with the problem. (Although in Bush's case that's a bit more unjust than it is in the case of Hoover or Carter, since the chickens came home to roost only in the last year of his second term, while they struck in the first year of Hoover's, and three years before Carter was even elected. In this case, apart from reversal of economic policies pursued by every administration since Reagan's, it's hard to see much that Bush could have done, and I don't see how that reversal was politically feasible.)

George Bush in foreign policy will be much more fairly excoriated. Given a very serious foreign-policy problem to deal with, and an outpouring of national unity and international goodwill, he squandered the opportunity by pursuing a military goal unrelated to the emergency, taking cynical advantage of the public outrage and using deceptive tactics to rechannel it in a manner that he desired for his own reasons. In doing this, he alienated America's allies, energized its foes, and disillusioned its people. In addition, he engaged in practices in pursuit of the so-called "War on Terror" that, at most generous interpretation, skirted around the guarantees of civil liberties in the U.S. Constitution, and at least generous stomped all over them.

Finally, in terms of politics and the legacy he has left his own political party, George Walker Bush has been a complete, unmitigated failure of the first rank. His two terms have left the Republican Party in dire straits, losing it Congress, and almost certainly the presidency as well. We are looking at a possible realigning election, in which a new governing Democratic Party coalition emerges, and a Democratic majority lasting for many years, and George Bush has been the focus of ire that facilitated this (although there are other issues unrelated to him as well).

Have there been worse presidents in our history? Arguably, yes. James Buchanan, whose failure to achieve lasting compromise resulted in civil war. Richard Nixon, whose personal corruption dwarfed anything Bush has done along those lines. But the list is very short. And the idea that history will judge him as "one of the true greats" is thoroughly unrealistic.

I give bush credit for exposing the neocon agenda through his idiotic ramblings. I would like to add to the list of bush achievements.

I am not confident Obama will win, but if he does - I will have to credit bush's failed policies in our economy today will impact change for racists who behind that curtain will be voting for Obama.

There is dome light in the total darkness of US politics - Bush will be brought to the Haag court of war criminals - to the same place with e.g. Milosevic. I am very happy and this is the minimum we can do to save the image of the western world. Of course the only right thing could be to use the punishing method which Bush himself has used for other murderers. If this is too easy destiny for him, Guantanamo for the rest of the life would be better.

There is a good chance or an impeachment or censure after Bush leaves office and the congress becomes more democratic.

You forgot a few things TSG
He has also removed important environmental protections, hid EPA findings on global warming, No child left behind was unfunded and therefore impossible and stupid, cheney profitted immensly from war, Alberto Gonzales mess, policies leading to america losing it's moral superiority, and much much more

Or are you talking about his first assertion that Bush would be impeached after he leaves office? If so, you should be aware that impeachable offenses and criminal offenses aren't the same thing. A crime isn't necessarily an impeachable offense, and an impeachable offense doesn't have to be a crime. Impeachment is for a president (or other official) who seriously abuses the powers of his office. If a president commits a crime that doesn't involve abuse of presidential power -- for example, filing a false tax return -- it's improper to impeach him for that. But there are a number of things Bush has done that in my opinion do come up to the level of impeachable offense, though they are not necessarily crimes. A good example is what goes on at Guantanamo, and the practice of declaring people "enemy combatants" and holding them without benefit of due process. Using presidential power to circumvent the protections in the Bill of Rights is practically the definition of an impeachable offense, but as far as I know there's no criminal law against it.
