I voted no, but I think that under certain circumstances the answer is definitely yes. Congress realized this problem in the 70s; national emergencies essentially permit the executive to activate incredible powers. They tried to curb it with the National Emergencies Act, but I don't think it was very effective. A state of emergency in the whole United States will still see a very, very powerful president. The legislature is still somewhat powerful, but following WWII the power of the executive has grown and grown, i.e. National Security Act, the Cold War, increasing executive orders, 9/11 and so on. An active role in world politics is very useful for a strong executive, IMO.
