No it doesn't. The addendum clearly points out - that provision was adopted from a previous piece of legislation in 1983.

Let me see if I can explain this in a way you may find easier to understand. When a statute is put into effect, they add the date it goes into effect at the end of it. If they make a change to it, they keep the original date, but then add the date that the change was made. When you have only one date that the end of the statute, that means that this represents the date the entire thing went into effect. If you have two or more dates, those show when the original went into effect and the following dates show when revisions were made.

What!? She then goes on to deny it over and over due to a misunderstanding. You can read the transcript. You can listen to the audio. She says Obama was born in Hawaii almost a dozen times!

Its all going over your head.

The new law adopts provisions of the old law hence the date given for the addendum.

Fuck, all one needs to do is read the fucking thing to get the sense of where they were going with it.

Obviously THEY were trying to make getting a birth certificate A LOT harder then what it was.

You're trying to imply to me that it once was difficult to get a birth certificate BUT now its easy.
