Budget bloat, all it is. Government agencies measure influence and power on the size of their budget and they have to use it or lose it. No dark conspiravy just bureacrats shoring up their budgets.

It's easy to think they are planning for something or up to something nefarious, but I suspect it's just another way to spend money.
And as far as that goes, there are probably worse ways to spend it.
